ISO 9000 QMS & ISO 14000 EMS
ISO (International Organization for Standardization) is a worldwide federation of national standards bodies, at present comprising more than 140 members, one in each country. The object of ISO is to promote the development of standardization and related activities in the world with a view to facilitating international exchange of goods and services, and to developing cooperation in the spheres of intellectual, scientific, technological and economic activity. The results of ISO technical work are published as International Standards.
The ISO 9000 family of standards represents an international consensus on good management practices with the aim of ensuring that the organization can time and time again deliver the product or services that meet the client's quality requirements. These good practices have been distilled into a set of standardized requirements for a quality management system, regardless of what your organization does, its size, or whether it's in the private, or public sector.
 
Certification to ISO 9000 standards is internationally accepted and is a qualification to sell the products globally. The adoption of ISO 9000 Quality Standards enables the industries to overcome the barriers of exports and become globally competitive.

Incentives for ISO-9000/14000 Certification : Govt. of India reimburses 75% of the expenditure incurred by micro small & medium enterprises for acquiring ISO 9000 (or its equivalent) certification subject to a maximum of Rs. 75000/- in each case as one time assistance. The scheme is operated in the MSME Development Institute, Karnal w.e.f. 01.04.2007. For detail please see schemes & incentives at www.smallindustryindian.com
 
ISO SCHEME (latest Guidelines)
1. With effect from 1.4.2007 applications received for reimbursement under the Scheme for Quality Management 9001 and Environment Management 14000 respectively will have to be with the EM Number in place of Permanent Registration Number – which can be obtained from DIC as per the MSMED Act, 2006. Applications received on or after 1.4.2007 without EM Number will be rejected and returned to the applicants.

2. With effect from 1.4.2007 the applicants are required to submit applications only with the Director of MSME-DI in the area where the units are located. The reimbursement will be processed by the Director of MSME-DI as per the latest step of de-centralization. Applications will not be received in the office of DC(MSME) with effect from 1.4.2007.

3. The application received upto 31.3.2007 will however be processed by the office of DC(MSME) and reimbursement made from the office of the DC(MSME).

4. Applicants are required to enclose the Invoice for payments made by them to the certifying bodies, consultants and other expenses also with other annexures. Those applicants who have not so far submitted and whose cases are pending with the office of DC(MSME) for reimbursement are requested to do this if they have not done earlier and without waiting for individual communication. This will speed up the finalization of their cases.

5. Expenditure for the training will also be reimbursable only if they are by the consultants who are acceptable to this office for consultancy as listed below:

i. Consultants or consulting bodies registered with NRBPT
ii. TQM Division of Textiles Committee
iii. National Productivity Council (NPC)
iv. Consultancy Development Centre (CDC)

 
Extension with inclusion of HACCP Certification ISO:9001/14000 reimbursement scheme has been enlarged to include HACCP Certification, also subject to maximum reimbursement limit of Rs 75,000/- ( detailed to be notify shortly ).

Guidelines and Application Format for Incentive Scheme of Reimbursement of Acquiring, Quality Management System (QMS) ISO 9001:2000/ Environment Management System (EMS) ISO-14000 Certification.
The Incentive Scheme:
The Govt. of India has been operating an Incentive Scheme of reimbursement of expenses of acquiring Quality Management System (QMS) ISO-9001:2000 certification for the Micro & Small Scale Enterprises to the extent of 75% of the amount limited to Rs. 75,000/- to each unit. The scope of this Scheme now has been extended to provide reimbursement of expenses of acquiring EMS ISO 14000Certificate
 
The Salient features of the Scheme are as under:
i) The Scheme envisages reimbursement of charges of acquiring ISO-9001:2000/ISO-14000 certifications to the extent of 75% of the expenditure subject to a maximum of Rs. 75,000/- in each case.

ii) The Permanent Registered Micro & Small Scale Enterprises are eligible to avail the Incentive Scheme.

iii) The Scheme is applicable to those Micro & Small Scale Enterprises who have already acquired ISO-9001:2000/ISO-14001 certification.

iv) It is an all India Scheme administered by Development Commissioner (MSME), Ministry of MSME, Govt. of India. A Screening Committee under the Chairmanship of AS&DC(MSME) has been set up to consider the applications for approval of reimbursement.

v) The Scheme shall provide one time reimbursement only against a Permanent E M Certificate. The amount of incentive/subsidy/grant already availed for acquiring ISO 9000 or ISO 14001 Certification under any Central 0Govt. (including DC(MSME) Incentive Scheme)/State Govt. /Financial Institution shall be adjusted against the entitlement of reimbursement.

It means the total entitlement of reimbursement of acquiring one or more than on certifications shall be up to the maximum "limit of Rs. 75,000/- only. In case a unit has received reimbursement/subsidy/grant from Central Govt./State Govt./Financial Institution against any one of the certifications for an amount less than maximum limit of Rs. 75,000/-, the unit shall be eligible to receive the balance amount only.

vi) (a) Only one time reimbursement is allowed against a Permanent EM registration for acquiring ISO-9000/ISO-14000certification; irrespective of the fact whether the concerned Micro & Small Scale Enterprises has one or more than one Unit(s) within the same premises/location or outside.

( b) In case an ISO-9000/ISO-14000 certificate is obtained jointly by Micro & Small Scale Enterprises units? (even having a separate Permanent EM registration certificates) under the corporate/group of Industries category, the total reimbursement shall be limited to 75% of the total expenditure incurred by the concerned units or Rs. 75,000/- whichever is less; and each Micro & Small Scale Enterprises unit shall get the amount on pro-rata basis;

vii). The Scheme Contemplates norms of reimbursement as under:
(a) Payments made to Certification Agency = Full Amount(excluding travel & hotel expenses &Surveillance charges)

(b) Payments made towards (i) Consultancy = Up to Rs. 30,000/-(ii) Training; and (iii) Calibration (Rupees Thirty Thousand only)The entitlement for reimbursement = 75% ( (a) full Amount + (b)up to Rs.30,000/- ) uptoRs. 75,000/-

Permanently registered Micro & Small Scale Enterprises of Haryana are required to submit their Application duly completed (with enclosures) addressed to the Director, MSME-Development Institute, 11-A, IDC Colony, Near ITI, Kunjpura Road, Karnal.-132001
